DR. MORTON BEISER APPOINTED TO THE ORDER OF CANADA

 CERIS would like to congratulate its founding director, Dr. Morton Beiser, on his appointment to the Order of Canada. Dr. Beiser, who specializes in psychiatry and epidemiology, is now Senior Research Scientist at CERIS and has devoted much of his career to research on the health issues faced by immigrants. He is also well known for his publications, including ‘Strangers at the Gate’, for which he received a Queen’s Jubilee gold medal. The metal was also awarded for conceiving, writing and narrating 'Strangers Becoming Us,' a 12-part broadcast series which was then adapted and distributed to public elementary and high schools in Canada. Dr. Beiser is currently involved in many research projects, and is Principal Investigator of New Canadian Children and Youth Study.

 Dr. Beiser is also the recipient of numerous awards including a Canada Health National Health Scientist Award, the Tanenbaum Award for Research in Schizophrenia, a Josiah Macy Foundation Faculty Scholar Award, and a Rockefeller Foundation Resident Scholar Award.


WELCOME DR. ANNEKE RUMMENS AND DR. ERIC FONG

CERIS welcomes Dr. Anneke Rummens to its Management Board and Dr. Eric Fong as the

Chair of its Data Committee.  Dr. Rummens has been associated with CERIS since its inception and was Academic Coordinator  from 1996 to 1998.  She is Assistant Professor and Scientist 1, Culture, Community and Health Studies at the Department of Psychiatry, University of Toronto, and Social, Prevention & Health Policy Research Department at the Centre for Addiction and Mental Health.

Dr. Fong has also been associated with CERIS. He was a Data Committee member from 1997 to 1999.  He is currently Associate Professor at the Department of Sociology, University of Toronto. His research interests include race and ethnic residential patterns, ethnic economy and immigration.


CERIS 2004 RFP

POLICY MATTERS NO. 3

“Third Sector Restructuring and the New Contracting Regime: The Case of Immigrant Serving Agencies in Toronto”  by Ted Richmond and John Shields

This paper analyses government restructuring of non-government organizations (NGOs), or the third sector, including Ontario’s immigrant serving agencies (ISAs), through the:

  • Shift from “core” to “program” funding;

  • De-legitimization of community development services for funding; and

  • Introduction of accountability procedures as evaluation measures.

 The authors examine the costs of restructuring including the:

  • Growth of monopolization within the NGO sector;

  • Cutbacks in the diversity of service options; and

  • Decline of public education and community development.

Research suggests that funding restrictions are increasing government control of NGO sector activity. The sector’s community advocacy role is declining, while its operations are more commercialized. This has major implications for citizenship and a democratic society.

DR. AGNES MEINHARD AND DR. LILY LUM WIN SSHRC AWARDS

CERIS Management Board member, Dr. Agnes Meinhard, Director of the Centre for Voluntary Sector Studies and Professor in the School of Business Management, Ryerson University has been awarded a grant of $35,000 from the Social Sciences and Humanities Research Council (SSHRC) of Canada for organizing the "Sixth International Conference of the International Society for Third Sector Research (ISTR)". The theme for this conference to be held from July 11 to 14, 2004 will be "Citizenship and Civil Society in a Divided World".

 Dr. Lillie Lum, Professor in Schools of Nursing and Health Services Management, Ryerson University has been awarded a strategic research grant of $50,000 from the Multicultural Issues in Canada program, a strategic joint initiative of SSHRC and the Multiculturalism Program of the Department of Canadian Heritage for the project entitled "Creating Effective Distance Education for Internationally-Educated Health Professionals Seeking Canadian Registration". CERIS supported Dr. Lum in her application.


CERIS GRADUATE STUDENTS AT THE 7TH NATIONAL METROPOLIS CONFERENCE

CERIS had some funding to support graduate students who would be presenting at the upcoming National Metropolis Conference. The following students will be receiving a subsidy:

Mira Gambhir, Huamei Han, Farah Mawani, Andre Lyn, and Elke Winter.

NEW VOLUNTEERS AT CERIS

Mr. Dragan Kljujic has been working as an intern at CERIS since January 5th 2004.  Mr. Kljujic’s three-month placement is part of the Dufferin Peel Catholic District School Board Co-operative Education Program and his work at CERIS includes conducting research on the income levels of immigrants to Canada. Mr. Kljujic is a new Canadian and worked for many years as a clinical psychologist in Yugoslavia.

Dr. Kujtim Nuro has recently started volunteering in the CERIS Resource Centre. Dr. Nuro was a Manager in the State Archives of Albania for over twenty years. He will be working with our Resource Centre Coordinator, Dr. Wei Wei Da, to update our system of cataloguing the material in the resource centre.

SEVENTH NATIONAL METROPOLIS CONFERENCE

NINTH INTERNATIONAL METROPOLIS CONFERENCE IN GENEVA

Co-operative Migration Management: International, National and Local Answer

 

First Announcement and Information on Workshop Proposals

Deadline: February 27, 2004

International migration now figures prominently on the agendas of multilateral bodies, the European Union, North and Central America, Southern Africa, the Mediterranean and Asia-Pacific regions, and of numerous individual states worldwide. At issue is not only whether, but also how to manage the complex phenomena associated with international migration as well as how to manage the flows themselves.  Of central importance is whether co-operative migration management can create mutual advantages for both countries of origin and destination. Countries from the developing world continue to be concerned with the loss of skilled human capital, both skilled and unskilled, but remain concerned with maintaining sovereignty over their borders both for post-9/11 security reasons and from the point of view of maintaining a flow level that their societies and labour markets can successfully integrate. The Geneva conference will see speakers at the forefront of this issue describe the current state of the discussions and consider what lies ahead for the international community.

SSHRC FUNDING OPPORTUNITY: INE Skills Research Initiative

Deadline:  1 March  2004

Amount:  Up to $25,000

 

The Secretariat for SSHRC's Initiative on the New Economy (INE) is pleased to announce the launch of a joint initiative with Human Resources and Skills Development (HRSD) and Industry Canada (IC). The INE Skills Research Initiative seeks to promote and support policy-relevant research on issues related to skills and to increasing Canada's pool of highly qualified people. The partners seek to develop and support closer relationships among researchers, those responsible

for policy development, and those who implement policy changes.

There will be two competitions under the Skills Research Initiative program. This first competition (March 1, 2004) will focus on two themes:

(i) Labour Market and Skills Implications of Population Aging and

(ii) Employer-Supported Training

 

SSHRC has not yet named the date of the second competition.

This initiative will be of particular interest to researchers in economics and sociology, but is open to applicants from all disciplines.

INTERNATIONAL SUMMER SCHOOL : FORCED MIGRATION 2004

UCLA/SSRC SUMMER INSTITUTE ON INTERNATIONAL MIGRATION

Applications are now available for the Second Summer Institute on International Migration to be held at UCLA June 21-26, 2004. This year the intensive six-day program will be sponsored jointly by the Department of Sociology and the UCLA International Institute in collaboration with the International Migration Program of the Social Science Research Council. A distinguished group of scholars from UCLA, the UC system and further afield will offer a series of master classes and conference sessions, open to advanced graduate students embarked on dissertation research and new Ph.D.s (degree received no earlier than 2000) revising dissertations for publication. Approximately 25 participants from the United States and elsewhere in the world will be selected.
