NEW BOARD MEMBER

CERIS extends a warm welcome to Professor Naomi Adelson from York University who has recently joined our Governance Board.  Dr. Adelson is Chair of the Department of Anthropology and received her doctorate in 1992 from McGill University.  As a medical anthropologist, her interests lie in the area of the anthropology of the body, the cultural critique of biomedical knowledge, social suffering and stress discourse.  Dr. Adelson was also a recipient in 2005 of CERIS funding for a project entitled “Toward Equitable Reproductive Health & Health Services for Cambodian Refugee Women: An Ethnographic Analysis.”

OUTGOING BOARD MEMBER

CERIS would like to thank Professor Valerie Preston from York University's Department of Geography for her dedicated service and commitment to CERIS.  Dr. Preston recently left our Board after 3 years; her record of service, however, extends well beyond three years, since she has also served at the inception of CERIS as Chair of the Data Committee, as Associate Director, and as Chair of the CERIS Management Board.  We are grateful for Dr. Preston's unstinting dedication and wish her well in her future endeavors.

CERIS STAFF CHANGES

Ms. Wilhelmina Peter, Administrative and Special Projects Assistant at CERIS, accepted a position with the Munk Centre at the University of Toronto.  Her last day at CERIS was Monday, September 19, 2005.  Wilhelmina will be missed by the CERIS community, and we wish her the best in her new job.

We are pleased to have Ms. Julie Young, who will graduate this fall with a Masters in Immigration and Settlement Studies from Ryerson University, replace Wilhelmina.  Julie will be working half of her time with EMPIRICAL and the other half with CERIS, on a 3-month contract basis to the end of December at which time CERIS will be looking to fill the half position.

Please join us in welcoming Ms. Rong Wu, the new Resource Room Coordinator and Website Manager at CERIS.  She started on September 26, 2005.  Rong has a Master of Information Studies from the University of Toronto.  Her previous experience with library services, web design and management will be an asset for CERIS.

IMMIGRANT INCORPORATION IN THE U.S. AND CANADA: PRELIMINARY ASSESSMENTS

Date: Friday, November 4, 2005   12:00-2:00 p.m.

Speaker: Dr. Ronald Schmidt, Professor of Political Science at California State University, Long Beach;

Fulbright-Enders Visiting Research Chair at the Centre for International Studies, University of Montreal

How do the United States and Canada compare in relation to immigrant settlement policies?  That is, what kinds of policies do each country's governments attempt to deploy in relation to helping international migrants get "settled" in their new surroundings?  What kinds of rationales are offered by policy advocates in defense of their policy proposals?  How do these advocates articulate the aims of immigrant settlement policy?  What are their expectations regarding the impact of these policies on immigrant

communities and on the country as a whole?  Using critical discourse analysis, and an analytical framework centered on two sets of questions regarding each country's approach to immigrant settlement policy, Dr. Schmidt’s research project critically interrogates the rationales of policy advocates in relation to the public values of "justice" and the "public good."  The seminar will provide an introduction to the project and a progress report.

DISLOCATION, RELOCATION AND PLACE-MAKING BY IMMIGRANTS AND REFUGEES IN NORTH AMERICA

CERIS is committed to promoting collaboration and the collegial exchange of scholarly research on issues related to quality of life and the successful (re)settlement of immigrants and refugees. This symposium is an opportunity for graduate students throughout Ontario to present their research (completed and in progress) and network with academics, NGO personnel and policy professionals working in this field.

JONAS WIDGREN MEMORIAL SCHOLARSHIP - VIENNA

The Swedish Government sponsors this scholarship in honour of the late Jonas Widgren (1944 – 2004).

POLICY MATTERS NO. 20

The Two-Tier Settlement System: A Review of Current Newcomer Settlement Services in Canada

By Kareem D. Sadiq

This study reviews the supply of current newcomer settlement services in Canada and, specifically, in Ontario and Toronto.  Grounded in Wolch’s theory of the “shadow state,” the author argues that the settlement system is characterized by a two-tier dependency.  In the first tier, large multi-service immigrant settlement agencies (ISAs) are financially dependent on government purchase-of-service agreements.  In the second tier, multi-service agencies contract out services to small ethno-specific ISAs.  These agencies are financially dependent on multi-service ISAs because most ethno-specific ISAs lack the resources to compete for government contracts.  This two-tier system contributes to a spatial mismatch between the location of ISAs and the residential areas of newcomers.  The paper concludes with a discussion of Wolch’s shadow state hypothesis and its relevance for Canadian settlement service provision.
